About the Position

The Senior Director of Federal and Local Government Affairs will be responsible for supporting the mission and the oversight and measurement of CalOptima Health's local and federal legislative and regulatory advocacy efforts including their strategic development and implementation. With guidance from the Office of the CEO, the Senior Director will assist in the planning, development, implementation, and effective communication of those legislative and regulatory priorities with local and federal government officials and other key stakeholders. Additionally, the incumbent will act as the main conduit for CalOptima Health in sharing information with local and federal elected officials and their district and Capitol-based staff.

The Senior Director is responsible for identifying, monitoring, communicating, and advancing CalOptima Health's policy priorities with Members of Congress, staff, Congressional committees with health care jurisdiction, local municipalities, federal and local regulatory agencies, boards, and other stakeholders in health care. To accomplish these goals, the Senior Director will need to be a technical expert on the federal legislative process, possesses a working knowledge of health care programs (particularly Medi-Cal) and works in close collaboration with CalOptima Health's contracted lobbyists. The Senior Director needs to be an accountable self-starter, adept at working in a fast-paced environment with a commitment to uncompromisingly high-quality work and member service.

Duties & Responsibilities:

Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity, and accountability.
Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short and long-term goals/priorities for the department.
Upholds the CalOptima Health mission to legislative staff and elected officials.
Plans, implements, and manages the federal and local advocacy program for CalOptima Health in coordination with the Office of the CEO.
Serves as main point of contact and conduit of information for federal and local elected officials, district and Washington, DC based staff and regulatory agencies.
Coordinates with the Government Affairs department to develop and strengthen CalOptima Health's relationships with federal, state and local policy makers.
Attends and represents CalOptima Health at meetings with the elected officials, staff, regulators, advocacy organizations and other stakeholders.
Provides regular briefings to policy makers, CalOptima Health's leadership and Board of Directors.
Assists in managing contracted lobbyists to ensure effective advocacy of CalOptima Health priorities and coordination with local government initiatives, and cross-coordination with any related federal priorities.
Leads the development and implementation of CalOptima Health's federal legislative platform in collaboration with the Office of the CEO, Executive leadership, Board of Directors and Government Affairs staff.
Completes other projects and duties as assigned by the Office of the CEO.

Experience & Education:

Bachelor's degree in Political Science or related field required.
7 years of increasingly responsible experience addressing public policy, communication and/or government relations issues required.
Significant leadership skills, communication skills, strategic thinking and proven ability to build strong interpersonal relationships.
Valid driver's license and vehicle or other approved means of transportation, an acceptable driving record and current auto insurance will be required for work away from the primary office approximately 25% of the time.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.

Preferred Qualifications

7 years of legislative and/or Government Affairs experience.
