Child and Adolescent Subspecialty Psychiatrist and Child and Adolescent Subspecialty Psychological/Traumatic Brain Injury (PH/TBI) Psychiatrist Qualifications. Have successfully completed a residency program in psychiatry which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority. Have successfully completed a fellowship program in child and adolescent psychiatry which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority. Provide two (2) letters of recommendation written within the last two (2) years attesting to the HCW's clinical skills. At least one (1) letter must be from a physician or nurse who has personally observed and evaluated the HCW and who can attest to the HCW's clinical skills in the care of patients. The other letter may be from a clinic or hospital administrator, physician or nurse who has personal knowledge of the HCW's patient care skills in a similar clinical environment. Reference letters shall attest to the HCW's communication skills and ability to relate to patients as well as professional and other interpersonal skills among staff members and must include name, title, phone number, date of reference, address and signature of the individual providing reference. Staffing and Scheduling. Services shall normally be provided Monday through Friday, between the hours of 0630 and 2100. Services shall be provided for an eight and a half (8.5) hour shift to include an uncompensated 30-minute meal break. Typically the HCWs shall provide 80 hours; however may provide up to 100 hours of service (on-site service plus approved leave and holidays) per two (2) week period, unless providing on-call services listed under Section On-Call Services (Off-site): Each HCW shall equitably share week long rotations of on-call services with other Psychiatrists. Approximately every ten (10) weeks the HCWs shall be responsible for on-call services from 1600 to 0800 each day for four (4) consecutive days (Monday through Friday). Historically, the HCW will receive approximately to 20 to 30 calls per on-call week. On rare occasions, the HCWs may be required to return to NMC Portsmouth, VA to provide services. The HCWs will be reimbursed for not less than two (2) hours of compensatory time when required to return to the MTF to provide services. On-Call Services (weekend/holiday In-patient). While the HCWs are providing on-call service. The HCWs shall provide in-house rounds in the Inpatient Mental Health Units at NMC Portsmouth, VA for approximately six (6) hours (typically between 0800 through 1400) on Saturday, Sunday and federal Holidays. The six (6) hour services shall be compensated at the normal hourly rate in Section B of the task order. Historically, the HCWs provided services two (2) weekends per year; however, the services could either be Saturday and Sunday or Saturday, Sunday and Holiday.
